The Biradari Panchayat After 10 years of implementation of the 73rd Amendment of the Constitution regarding Panchayati Raj System, the whole process of decentralisation has come under a cloud because of the complexity and misuse of powers. In such a condition the formation of 'Biradari' panchayat or caste panchayat by the villagers of Padui with the help of NGOs shows a new ray of light in the process of panchayati raj. This initiative is one of its kind in the state. The total population of Padui village in Banda district is 3,325 with the majority being Scheduled Castes. Land disputes are a major problem in this village. Class conflict and family disputes too, are quite common. The gullible and poor people of Padui easily became victims of police and advocates. The Village Panchayat was unable to solve such disputes. So, the concept of 'Biradari Panchayat' came into existence with the help of NGOs. This panchayat was also strengthened by the Parivartan project volunteers. An example is Nankuram who had lost all his possessions in the complex processes of high court. A few years ago, he had some dispute with his brother on the matter of land. The Biradari panchayat interfered in the matter and ask Nanku to solve the case in the panchayat. But he refused to do so. Police officials and advocates exploited Nanku financially. After getting disappointed from all corners, Nanku went to Biradari panchayat for justice. Within one month both the parties agree to compromise. Pressure on Nanku and his brother from elders of his family and social order also worked. Nankuram and many others got justice and got relief through Biradari panchayat or caste panchayat. This panchayat consists of two phases: one is 'jatiya panchayat' and second is 'vrahad panchayat'. The 'jatiya panchayat' consist of one panch from each caste and 'vrahad panchayat' has five panchs from every caste. This panchayat is made up of mainly Sahu, Kori, Brahmin, Gadariya, Dalit, Kumhar, Yadav, Chamar and Lohar. Representative from all the castes are in Biradari panchayat. This system of panchayat helps in avoiding caste discrimination in their decisions and is a good example of communal unity. |
